Agh, finally beat the crap out of this one again, yeah, another listen has completely changed my mind. Now I know someone is saying:

in a congratulatory tone. Sounds like an American accent, as well...

Forget it, I don't know what's being said. It is probably pieces of two different sentences spoken by two different people.
