I'm assuming these are both pressing from the UK. The Boy album was repressed in the 90s with a different catalog number. So it would predate that. Beyond that I don't have a lot of information as I only have limited pressings from the UK and have as yet not explored too in depth into the various pressings in the UK. Ask me about Canadian or even US pressings and I have quite a bit more knowledge, but that's what I've had the most exposure to over the years.
Further I can tell you there are multiple versions of Boy in the UK on vinyl with that catalog number. On top of yours with the Sound Clinic note there's a couple of others, but I cannot tell you which came first, second and third...
Variant 1:
Side A: ILPS 9646 A-2U-1-2 D
Side B: ILPS 9646 B-2U-1-1 D
Variant 2:
Side A: ILPS 9646 A-2U
Side B: ILPS 9646 B-1U
As for War your version could be an earlier pressing. The reason I suggest this is that the picture disc that was issued for "War" had the following run offs:
Side A: PILPS 9733 A - 1U1 - 1 TOWNHOUSE
Side B: PILPS 9733 B - 1U1 - 1 TOWNHOUSE
Those are the same as the version you have, with the change in catalog number, so it's likely from the same time period as the picture disc pressing one would think.
Sorry I can't help you any further, but I'll see if I can find anything else over the next few days.
