There was a CD-R of the Brother's version of Winter sent out to Oscar's voters, but I don't have any idea of the total number. I suspect not many because it didn't receive a nomination and they seem to be pretty scarce. The Hands That Built America, by comparison, did receive a nom and promos of that track are still pretty easy to find.
I believe it's common for early Oscar's promo stuff to go only to certain guild member initially to try to build enough momentum for a nomination, with a bigger push later after the nominations come in.
AFAIK, the Linear version has only been released on the DVD and the various digital incarnations of the film.
